Government Support and Future Outlook

The Indian government has shown strong support for defence startups and has designed and implemented various boild and well thought our strategies and initiatives to foster their growth and integration into the global supply chains. Hon’ble Defence Minister Shri Rajnath Singh has invited domestic industries and foreign Original Equipment Manufacturers (OEMs) to invest in the Indian defence sector and take advantage of the opportunities that force modernisation of the arned forces offers.

The government has set ambitious targets for defence production, aiming to increase it from USD 12 billion to USD 22 billion by 2025. This presents unparalleled growth opportunities for the industry. The Defence Minister emphasized that economic development and security are complementary and integrated concepts that strengthen each other. The government recognizes the importance of strategic capabilities in various sectors such as science and technology, health, agriculture, trade, and commerce. It is possible that the civil-military fusion of concepts and technologies can further open up additional avenues for use cases that servce multiple sectors such as electronics, energy systems, communications, transportation etc.

The Indian defence industry has already demonstrated its capabilities by building fighter aircraft, several types of sophiscticated warships, convenetional and nuclear submarines, aircraft carriers, main battle tanks, and attack helicopters. A contract has been awarded for the production of Transport Aircraft by the TATA Group from their plant in Gujarat. In addition, a large number of Indian companies, such as VEM Technologies, ADTL, Zen Technologies, Dynamatics have been able to become trusted partners for the supply of various parts to global majors such as Boeing, Lockheed Martin, Airbus etc. These achievements have laid the foundation for further development and support for future generations of defence weapons and systems. The government considers the defence sector a sunrise sector with tremendous potential for growth. Indigeneously designed and manufactured artillery systems – from Kalyani and TATA, Rockets manufactured by L&T now count amongst the best in the world. Similarly the revemaped Ordnance Factory Boards are beginning to assert their presence together with the Defence Public Sector Units on the global stage with their cutting edge products. Exports ahve also risen and placed India in the top 20 exporters.

In terms of government support, several measures have been taken to enhance the investment climate for defence startups. The government has improved lab-to-industry linkages for organizations like CSIR and DRDO, introduced initiatives such as Innovations for Defence Excellence (iDEX) and Technology Development Fund (TDF), and liberalized Foreign Direct Investment (FDI) norms in the defence sector.

The government has also reserved a significant portion of defence capital acquisition for domestic procurement and increased defence exports in recent years. These measures, along with the focus on building an ‘Aatmanirbhar Bharat’ (self-reliant India), are aimed at encouraging the participation of domestic industries in the defence sector.

Furthermore, the Defence Indian Startup Challenge (DISC) under the iDEX program provides financial assistance to startups that can offer software solutions in areas such as AI, advanced imaging, sensor systems, big data analytics, autonomous unmanned systems, and secured communication systems to the Indian military. Some case studies are mentioned below.
