November 2025 marked a period of substantive advancement in India’s defence posture, characterised by notable progress in naval shipbuilding, undersea warfare technologies, aerospace communication infrastructure, precision-strike manufacturing, and defence industrial policy. Significant institutional developments—including expanded R&D investments, strengthened quality assurance frameworks, and inter-agency coastal security coordination further reinforced India’s long-term trajectory toward defence self-reliance. This report provides a systematic academic assessment of these developments and their implications for India’s military modernisation and strategic readiness.
1. Introduction
India’s defence modernisation in November 2025 unfolded across multiple domains, including maritime, aerospace, land, cyber–electronic warfare, and defence industrial ecosystems. These developments align with the Government’s broader national strategies, including Aatmanirbhar Bharat (self-reliance), Viksit Bharat 2047, and the shift toward joint, multi-domain operations. This report evaluates the month’s key policy actions, capability inductions, technological innovations, and institutional changes using a structured analytical framework.
2. Space, Aerospace and Strategic Communication Capabilities
2.1 Launch of GSAT-7R for Naval Network-Centric Operations
The Indian Space Research Organisation prepared the launch of GSAT-7R, the heaviest naval communication satellite developed to date (~4,400 kg). The satellite enhances secure, long-range communications across the Indian Ocean Region and represents a critical component of India’s space-based command, control, communication, and surveillance architecture.
GSAT-7R’s multi-band transponder configuration contributes to improved network-centric warfare, supports maritime domain awareness, and ensures interconnectivity among naval platforms.
3. Defence Research, Indigenous Technology Development and Innovation
3.1 DRDO’s Contribution to Semiconductor Self-Reliance
At ESTIC 2025, DRDO presented advancements in Silicon Carbide wafer fabrication and high-power Gallium Nitride transistors, both foundational technologies for strategic electronics, electronic warfare, and airborne radars.
These developments highlight India’s emerging capacity in defence-grade semiconductor manufacturing, an area historically dominated by foreign suppliers.
3.2 Autonomous Undersea Systems for Mine Countermeasures
DRDO’s Naval Science & Technological Laboratory (NSTL) successfully developed man-portable autonomous underwater vehicles (MP-AUVs) equipped with side-scan sonar and AI-enabled classification algorithms.
The system reflects contemporary trends in undersea autonomy and addresses a critical operational need mine countermeasure (MCM) capabilities previously dependent on foreign technology.
4. Maritime Capability Augmentation
4.1 Commissioning of SVL Ikshak
The commissioning of Ikshak, the third Survey Vessel (Large), illustrates the Navy’s ongoing expansion of hydrographic survey capacity. With AUVs, ROVs, and multi-beam echo sounders, the ship enables high-accuracy seabed mapping essential for navigation safety, submarine operations, and coastal infrastructure development.
4.2 Commissioning of INS Mahe: Littoral Anti-Submarine Warfare
INS Mahe, the lead vessel in the ASW-Shallow Water Craft class, exemplifies India’s focus on littoral warfare. Given the increasing contestation in near-sea environments, vessels optimised for shallow-water ASW featuring compact combat suites, advanced sensors, and stealth measures fill an important operational gap between larger frigates and coastal surveillance assets.
4.3 Delivery of Taragiri: Fourth Project 17A Stealth Frigate
The delivery of Taragiri under Project 17A marks progress in India’s indigenous frigate programme. Key systems—BrahMos SSM, MF-STAR radar, MRSAM complex—align the platform with contemporary multi-mission frigates.
Project 17A also demonstrates improvements in industrial productivity, as reflected in the reduction of build time from 93 to 81 months, and extensive participation of MSMEs.

5.1 Procurement of INVAR Anti-Tank Guided Missiles
The Ministry of Defence contracted Bharat Dynamics Limited to produce INVAR laser-guided missiles for T-90 tanks. This procurement enhances India’s direct-fire anti-armour capability and reduces dependence on imported guided munitions. The contract also supports domestic missile manufacturing under the Buy (Indian) category.
6. Defence Industrial Policy, DPSU Performance and Institutional Reforms
6.1 DPSU R&D Roadmaps and the ‘Year of Reforms’
The Raksha Mantri’s review of DPSUs highlighted a strategic shift toward expanded R&D investment:
- ₹30,952 crore invested in the past decade
- ₹32,766 crore planned for the next five years

DHTI’s MoUs with NADT and VVGNLI aim to cultivate an integrated civil-defence training ecosystem, promoting joint curricula, shared expertise, and enhanced institutional learning.

7.1 Tri-Services Exercise Trishul 2025

8.1 BEL–Safran Joint Venture for HAMMER Weapon Systems
The establishment of a 50:50 joint venture to manufacture HAMMER precision-guided munitions in India marks a meaningful step in deep localisation of aerospace weapons production. The JV aims to achieve 60% indigenisation, enhancing India’s capacity to support the Rafale and LCA Tejas fleets with domestically-produced smart weapons.
